African civil society leaders are calling for a major shift in how development money is managed, arguing that African organizations and communities should have greater power to decide their own priorities rather than simply follow donor agendas. At a gathering of more than 200 civil society leaders, funders and policymakers in Accra, participants pushed for more flexible funding, stronger local fundraising and greater accountability to communities. For Liberia, where foreign assistance remains crucial to public services and civil society, the challenge is especially difficult: organizations may want greater independence but often cannot afford to turn down donor funding. The emerging message is that shifting power must mean not only giving African institutions more control, but also ensuring communities have a stronger voice in how development money is spent.
